As Thermaltake USA is based in California, we must comply with the California Energy Commission's regulations.
The components we acquire are compliant with California CEC regulations. Part of that compliance requires some motherboard headers to be either turned off, or be on power save mode ONLY when the PC is idle or in sleep mode. This is something built into the motherboard's default settings and kept as a requirement to be able to sell from California.
Some fan headers are on low power mode and will not spin if the PC is idle and under no stress. The fan header might not be giving it enough power to always be on. This can be resolved by adjusting the power settings delivered to the header via the motherboard BIOS.
This in turn may create instances where RGB, or other headers not work properly when coming back from a sleep or idle instance. A full system restart would resolve the issue in most cases.
Users can adjust their power settings and sleep times to resolve further issues. For example, power settings changed to performance mode can resolve most of the related issues with power settings/sleep settings.
